On April 28, the ceremony for Qinshan Phase II passed the national check and acceptance of the project be completed & the Extension Project commenced formally was held at the project's construction site. At 11:15 am, the vice premier Zeng Peiyan of the State Council pressed down the button to start pouring concrete and announced the commencement of Qinshan Phase II Extension Project. The Qinshan Phase II Unit 1 and 2 also passed the national check and acceptance of the project be completed on the same day.

On the commencement ceremony, the vice minister Zhang Guobao of the State Development and Reform Commission issued the permit of national check and acceptance of Qinshan Phase II be completed to the general-mamager Yang Lanhe of the Nuclear Power Qinshan JVC, and the director Wang Yuqing of National Nuclear Safety Administration issued the construction license for Qinshan Phase II Extension Project.

During the national check and acceptance, the experts from various organizations believed unanimously that the collective performance of the Qinshan Phase II has achieved international advanced level at same kind of NPP in the 1990’s; the construction cost per kilowatt is the lowest of domestic NPPs in the same term; through the construction of Qinshan Phase II, we have mastered the kernel technology of nuclear power construction to set up a solid foundation for self-design and self-construction the Chinese 1000MW NPP.

The Qinshan Phase II Extension Project is located near the Unit 1 and 2 of Qinshan Phase II, and will build two units of 650MWe PWR. According to the principle of “copy plus modification”, the Extension Project will implement nearly 1000 items of modification to improve safety and reliability; to increase the load factor from 65% to 75%; to raise the indigenous manufacture ratio from 55% to over 70% and to reduce the time limit for the project from 72 months to 60 months.
